RSCNPF Charges Trio In $50 Million Fraud & Money Laundering Matter

Basseterre, St. Kitts – The Royal St. Christopher and Nevis Police Force (RSCNPF) has formally charged three individuals with a series of money laundering and fraud-related offences arising out of an alleged financial scheme that reportedly spanned nearly six years.

Charged are Paul Bilzerian and Terri Steffen, both of Frigate Bay, St. Kitts, and Gregory Gilpin-Payne of New Road, St. Kitts.

According to the RSCNPF, the offences are alleged to have been committed between November 2018 and July 2024. During that period, the accused, together with others, is alleged to have conspired to obtain US$50 million by false pretences and to have subsequently engaged in the laundering of those funds.

The charges were formally laid against the three individuals at the Basseterre Police Station on June 18, 2026.

The Police Force has indicated that investigations into the matter are ongoing and that additional inquiries are being pursued.

In a statement, the RSCNPF commended the work of its White Collar Crime Unit for advancing the investigation to this stage and reiterated the Federation’s firm stance against financial crimes.

“The Royal St. Christopher and Nevis Police Force remains unwavering in its commitment to combating financial crime in all its forms,” the statement read. “St. Kitts and Nevis will not be used as a vehicle for fraud, false pretence, or the laundering of criminally obtained funds. The Force will continue to pursue all such matters vigorously and with the full force of the law.”

The RSCNPF further emphasised that all persons charged with criminal offences are presumed innocent unless and until proven guilty in a court of law.
