BASSETERRE, ST. KITTS — The Ministry of Social Development & Gender Affairs proudly announces the return of Dr Davin Francis as the Federation’s newest Clinical Psychologist and incoming Director of the National Counselling Centre (NCC).
Dr Francis brings a distinguished academic background and extensive hands-on experience to the role, having begun his public service journey with the Ministry as a Child Protection Officer and Case Manager before serving as a Clinical Counsellor at the NCC.
His advanced training includes a Bachelor’s degree in Psychology, a Master’s degree in Clinical & Health Psychology, and a Doctorate in Clinical Psychology from Jackson State University (2021–2025). During his fourth year of doctoral studies, Dr Francis returned to St. Kitts to serve the local community while fulfilling his degree requirements, before completing his clinical internship at WellSpan Behavioural Health in York, Pennsylvania.
Dr. Francis’ credentials highlight an exceptional commitment to excellence:
Rigorous Clinical Training: Completed extensive clinical practice at Jackson State University’s Applied Psychological Clinic, an externship at Killebrew Psychological Services in Mississippi, and an APA-accredited internship at WellSpan Behavioural Health.
Early Professional Licensure: Successfully passed the Examination for Professional Practice in Psychology (EPPP)—the standardized licensing exam for the U.S. and Canada—while still a clinical trainee, a rare achievement in the field.
Community Leadership: Awarded the 2024 Development Bank of St. Kitts & Nevis Mental Health Walk & Run Grant in recognition of his dedication to advancing local public health initiatives.
As Director, Dr. Francis will lead efforts to expand evidence-based psychological interventions and specialized clinical assessments across St. Kitts and Nevis, strengthening the national mental health infrastructure.
